On the google PR Rating our website (myfancydress.com) has no rank. Even though its been up for nearly 12 months we have not seen the google tool bar even move once.
We have XML Sitemaps, HTML Sitemaps a good few links from other sites (still going up in number).
If you could offer any advice i would be grateful.

I have spoken to our programmer and he has said You are supposed to put css and java script in the head of the document.

Your programmer has the order mixed up. He is correct that tags, javascript, go go into the head, but the rest needs to be in the body. In your case, he has code / tags before the head. Here is what you have:
html
title
..meta
..style
head
..meta
script
/head
body
/body
He has meta and style before the head /as well as/ meta and script inside the head.
