I’ve discovered that there’s a Local Security Policy within Administrative Tools in the XP Pro control panel. However in XP Home w/ SP2 Local Security Policy is not Admin Tools. In fact there is no SECPOL.MSC in an XP Home Sys32 directory, as there is in XP Pro.
How can I add ipsechome.ipsec to XP Home security policy?

I have XP Pro and have not had the chance to play with XP home version – so until I do, I won’t have an answer for you. If you find a way to work with the IPSec Policy answer before me, or anyone else, please post!

I’m a new member here. I am also on a system running XP Home. When I didn’t see what your instructions described I did a bit of searching and found this thread.
Kicking around a bit in the administrative tools area of Home, I found if you go into the "Services" shortcut, it opens up the "Services Local" app. I do see IPSEC where you would expect it to be alphabetically.
I am leary to make any changes in there without knowing what I’m doing, but that is what I have found.
I would be happy to dig a little deeper if I knew what I was looking for in there.

Bill, you can import the ipsec policy and you can easily enable and disable the policy. So you don’t really have to make any changes to your system.
I installed the IPSec Policy using a command line as I could not find Local Security Policy in Control Panel of XP Home. Now, with XP Firewall enabled I cannot access the internet. How do I remove the entry I have made ? The entry was netsh ipsec static importpolicy c:ipsecipsechome.ipsec
